Program Observation and Assessment

The Early Learning Coalition of Flagler and Volusia (ELCFV) uses the Environment Rating Scales (ERS) to observe and assess the quality of child care programs that currently participate or seek to participate in the School Readiness program.  ERS assessment helps ensure that young children, including those participating in the School Readiness Program, receive quality care that prepares them for success in school.

The Environment Rating Scales (ERS) are based in part on research found in Caring for Our Children- National Health and Safety Performance Standards: Guidelines for Out of Home Child Care Programs. The ELCFV strongly recommends that providers use this as a supplement to the ERS program observation tools.  Access this publication at
