Child Care Resource and Referral (CCR&R) supports families in their most important role. Remember you are your child’s first teacher. You must nurture your children and balance the demands of family and work.
The Resource and Referral Department at ELCFV offers free information and referral services to all families seeking quality early care and School Readiness programs and out of school solutions. CCR&R also assists in the recruitment, startup and support of providers and promotes quality, availability and affordability of services within our communities.
ELCFV CCR&R is a part of the statewide Child Care Resource and Referral Network funded by the Agency for Workforce Innovation (AWI) - Office of Early Learning (OEL).

VPK Walk-in Policy
To better serve the families of Flagler & Volusia County.
If you are seeking VPK Eligibility in our Daytona Beach or Deland office the first available VPK Specialist will be with you as soon as possible. Every effort will be made to see you in a timely fashion. All walk-ins must be seen by 4:30 p.m. Monday – Thursday unless prior arrangements have been made with a VPK Specialist. In the Flagler County office VPK walk-ins will be seen on Mondays from 8:00 a.m. AM to 12 noon.
Resource & Referral Services Walk-in Policy
If you are seeking Resource & Referral Services in our Daytona Beach office the first available Family Resource Specialist will be with you as soon as possible. Every effort will be made to see you in a timely fashion. All walk-ins must be seen by 4:30 p.m. unless prior arrangements have been made with a Family Resource Specialist. In the Flagler County office, Resource & Referral walk-ins will be seen by the Eligibility/VPK/R&R Specialist. Every effort will be made to see you in a timely fashion. All walk-ins must be seen by 4:00 p.m. unless prior arrangements have been made with the Eligibility/VPK/R&R Specialist. In the Deland Office families will receive Resource & Referral Services on a walk in basis on Tuesdays and Thursdays from 8 a.m. to 4:00 p.m., unless prior arrangements have been made.
School Readiness Eligibility Walk-in Policy
An appointment is preferred to serve you better.
Documentation is required at time of service.
Walk in’s will be seen by an Eligibility Specialist as time allows.
No walk in’s will be seen after 4 PM.

Why Quality Care Matters
Researchers have shown what most parents intuitively know: that the early years are important and early relationships matter – at home and in child care. Studies show that children in high-quality child care demonstrate greater mathematical ability, greater thinking and attention skills, and fewer behavioral problems than children in lower-quality care.

The Early Learning Coalition understands that choosing a quality early care program for your child(ren) can be time consuming and difficult. Resource and Referral can assist families regardless of income in their search for quality, convenient and affordable school readiness programs and after school programs. Our trained staff is available to provide up to date information on all types of early care and education programs in Volusia and Flagler Counties. We have over 400 providers in a database and can provide individualized, unbiased computer generated referrals (not recommendations).

If you are asked to provide a payment for a referral or listing in the Child Care Resource & Referral database, please call the Agency for Workforce Innovation’s Office of Early Learning at 1-866-357-3239. The information reported about a provider’s program is objective program information that is based on standards that are attainable for providers based on their type of care.
