The partnership between the Early Learning Coalition of Flagler and Volusia Counties and local private and public providers will help you reach educational success for the children in our community. The following information will assist you in your decision to participate in the VPK Program and update you on current procedures and policies.

Thank you for your interest in Florida’s Voluntary Prekindergarten Education Program (VPK). To deliver the VPK program in the counties of Flagler and or Volusia, you must complete two application forms and make an appointment with a VPK Specialist at the Early Learning Coalition of Flagler and Volusia.  During your appointment, your application must be approved in order for you to qualify as a VPK Provider.  For your convenience, click here to download the VPK-Application_Approval_Checklist to ensure you have all required documents prior to scheduling and or attending your appointment.  If you are seeking to provide VPK services in a county other than Flagler or Volusia, the VPK application forms must be completed and mailed or delivered to your county’s Early Learning Coalition (based on the county in which your VPK site is located).  

If you previously submitted the pre-application on www.vpkflorida.org, you must still complete and submit both of the following forms to your respective Early Learning Coalition:

Form AWI-VPK 10(Statewide Provider Registration Application). This form provides basic contact, licensing, and accreditation information about each provider or school.

Form AWI-VPK 11(Class Registration Application). This form provides more detailed information about each provider’s or school’s VPK classes, curriculum, instructors, and class schedules.


FLKRS (Florida Kindergarten Readiness Screener)

In 2006–2007, the Florida Kindergarten Readiness Screener (FLKRS) was administered to assess the readiness of each child for kindergarten. The FLKRS includes a subset of the Early Childhood Observation System™ (ECHOS™) and the first two measures of the Dynamic Indicators of Basic Early Literacy Skills™ (DIBELS™) for kindergarten (Letter Naming Fluency and Initial Sound Fluency) to gather information on a child’s development in emergent literacy.

Trainings

  • Department of Education (DOE) Emergent Literacy is required and recommended for all staff in the VPK classroom as of November 2005. Approved Five-Hour Emergent Literacy Courses completed before November 2005 are accepted. However, the DOE training is mandatory if taken after November 2005.
    • It is recommended that all VPK staff acquire the DOE Emergent Literacy training. The course is offered on-line www.myflorida.com/childcare, select Training Requirements and then Online Training Courses), on DVD with accompanying manual (available at the ELCFV office), and a facilitated classroom training is being developed.
       
    • The DOE Emergent Literacy training provides .5 CEU’s, which is helpful in the process of renewing CDA credentials.
    • Having all VPK staff trained in DOE Emergent Literacy makes for a more qualified and diverse staff if you encounter the need to rearrange staffing patterns in your program.
    • This course can be taken by anyone, even if they are not a VPK Provider.
  • Florida Standards Training should be taken by all VPK staff in your VPK program. It is the responsibility of the Provider to acquire this training for VPK staff. Scheduled trainings will be advertised in the Child Care Resource Network Monthly Training Calendar, the Childcare Resource Network web-site, and in the ELCFV Monthly Newsletter, which will begin distribution in January 2007 and on the ELCFV website. A Provider may request Standard training at their facility. The facility must be able to accommodate 20 participants, and have adult size tables and chairs available.

    Training can be scheduled by calling the ELCFV office on (386) 323-2400.
    • Standards Training Level I is a 3-hour module. It provides an overview of the entire Standards Manual and covers the content, layout, and instruction on how to best navigate the information in the Standards. Participants receive a copy of the Standards Manual. A 3-hour in-service certificate is given upon completion of this training.
    • Standards Training Level II: Integrating the Standards, focuses on Emergent Literacy. This module is 3 hours of classroom instruction, and provides guidance on developing lesson plans around the Standard domain of Emergent Literacy. Participants will develop a lesson plan during the training and implement it at their facility to extend the training. A “Reflection” form is completed and returned to the ELCFV office with pictures of the children participating in the lesson plan activity. Release forms for photos are provided and must be signed by the parents of the children you photograph. When the “Reflection” form and back up material are reviewed at the ELCFV office, you will receive a 3-hour in-service certificate and .3 CEU’s.
    • Additional Standards Levels will be developed over time that will address other domains of the Standards. These will follow the same format for the receipt of certificate and CEU.
